Raikou is arguably the best Pokemon in GSC with just Thunderbolt and Rest. Crunch allows it to beat Psychic types like Alakazam as well as fish for SpDef drops versus other Rest users. Psych Up gives Raikou the edge vs Growth Jolteon and Curse users. If you don't like using Psych Up, Reflect lets Raikou beat most physical attackers lacking Earthquake.
Blissey is able to set up Curse on pretty much everything other than Fighting types and Swords Dance/Screech users. It can fish for a Double-Edge crit with Scope Lens, and either Counter physical attackers or stall with Toxic.
Skarmory naturally compliments Blissey by walling Fighting types, while Blissey covers Skarmory's main weakness to Electrics. Drill Peck beats Machamp, Heracross, Jumpluff, Venusaur, Meganium, etc. and Toxic beats any physical attackers not running Rest. Skarmory can trade Protect for Curse if you're not concerned about Flamethrower Marowak.
