Hydro Pump is Horsea's main STAB, while Ice Beam and Hidden Power Grass serve as coverage against Grass- and opposing Water-types respectively. --------------------- Other Options: Surf can be used as a more reliable STAB, but the lower damage is noticeable against walls such as Dustox and Lileep, who Horsea now fails to 2HKO. A Lum Berry can be used to cure status, but the slight boost from Mystic Water allows Horsea to guarantee the 2HKO on SpDef Dustox and Lileep with Hydro Pump in the rain. --------------------- Checks and Counters: Most special attackers, such as Spoink and Cyndaquil, comfortably OHKO Horsea with STAB or super effective coverage due to Horsea's abysmal special bulk. Some Choice Band users, such as Aipom and Taillow, can also OHKO Horsea. However, in Rain, most of these answers fail to check Horsea due its boosted power and Speed. While Rain is up, the best answers to Horsea are Water-resistant Pokemon, such as Seaking and Chinchou, or special walls, such as Dustox and Lileep, who can tank Horsea's Hydro Pump or coverage and retaliate with a special move of their own. Sunflora and Castform are notable as they can set up sun while tanking anything Horsea can throw at them. Bulky Protect users such as Clefairy and Delcatty also deserve a mention, as they can stall out Horsea's Rain with little trouble. =====================
