Omastar: Ban. Omastar has very limited defensive and offensive counterplay. Scarf Togedemaru is the only relevant scarfer that can outspeed Omastar after a shell smash but can never switch in, and also requires you to play extremely well positionally, meaning locking into Iron Head or U-Turn on a sack just les Omastar set up anyways but now with Weak Armor. Priority like Vacuum Wave Toxicroak works, but again can never switch in, and Omastar gets a kill before it can come in anyways. Sucker Punch and Mach Punch users work, but need a good amount of chip before they can actually kill at -1. I don't feel we have enough viable ways of punishing Omastar. It punches way too many holes in the tier, and often makes building a nightmare, while also being a menace that you must play extremely careful around in games. 
Kingler: Ban. Initially I didn't really think much of Kingler, but I struggle to see why it should stay in the tier. After playing around with it more, and facing it, it has limited defensive counter play and Agility sets can limit its offensive counter play as well. Looking at basic good water resists, Kingler simply does too much to them. Liquidation already hits hard, but when you factor in a strong Body Slam to do 62+ to Tsareena (just an example), and a strong Knock Off to limit switch ins with hazards up in the future, you're always playing on the back foot vs Kingler once it's in. It's not he most egregious thing in the tier but I cannot see a reason to keep it, and it does feel like it has crossed the line of too much for the tier, but I understand not agreeing with this.
Clawitzer: Ban. Similarly to Kingler, the more I thought about, and saw more out of Clawitzer the more I didn't think we should keep it in the tier. It is just strong enough through coverage options and breaking power that I don't believe we have enough in the tier at the moment to handle it. It's fast enough to where it threatens cores like its nothing and creates too many guessing games. Protect scouting for what move its using doesn't seem to matter when Water Pulse hits water resists hard enough, at least the splashable ones we see most of the time. Anytime you're on the back foot vs Clawitzer it can most likely KO a pokemon, and if it cant it'll do upwards of 40-50 to resists making the next time it gets in even easier. It can be tough to get in, but the risk reward in my experience watching it is heavily in its favor. I would like to potentially look at getting it back in the future, but we lack what's necessary to keep it in check defensively right now. 
Toxicroak: Do Not Ban. I'm not convinced Toxicroak isn't borderline too much for the tier, I've gone back an forth on whether or not NP breaks the whole tier. But I'd like to see how it does in a less offensive meta game where building consistent teams is more realistic. It's an extremely dangerous pokemon but lacks a lot of defensive value, and doesn't gain enough from getting in. Other breakers in the tier threaten to KO a pokemon immediately, Toxicroak threatens with set variety and set up. It can be tough to play around but it is genuinely fine if the Toxicroak user isn't a good set in the match up. All of this sounds extremely scary and it is but I would like to see more out of the frog. 
Ribombee: Do not ban. Quiver Dance is terrifying with a weakened Togedemaru, Steel Vally, or Charizard. But I do believe that Omastar is a massive reason Ribombee is seeing so much usage, and could be seen as broken. Togedemaru is forced to run offensive sets on most teams, in order to combat Omastar. So Ribombee just has to click Moonblast twice in a game, set up, and then start killing things. I'd really love to see Bee in a more balanced meta game, similarly to Toxicroak. I actually like how little it's able to set up, while also punishing Fighting types to gain those set up opportunities. It doesn't feel broken at all to me right now. It punishes common splashable pokemon, while also having splashable defensive answers. It could get out of hand down the line but I am not convinced just yet.
