Misdreavus is most easily compared to Gastly, albeit hitting the coveted 19 speed and sporting better bulk but notably losing a secondary stab to deal with normal types. Because of its bulk, Misdreavus is more suitable for setup berry juice sets while Gastly is mainly confined to instant pressure lo sets. Given Misdreavus's flexibility between status support, offensive setup, and lo sets, it overall is the premier ghost type in the tier. That said, given how good Munchlax is in the tier, I think it's difficult to see immediately whether or not Misdreavus is broken or just very good in the tier.  I've decided to abstain because while I think that there are certainly arguments for banning, I personally am undecided the extent of which to believe them based on my experience playing with and against it
