Icy Wind is a STAB spread boosted by Technician it also provides Speed control. Frost Breath is preferred on Technician sets for hitting much harder, especially with its guaranteed Critical Hit. Ice Beam can be used if you don't want to risk a miss, or if you're running Sturdy. Thunderbolt serves as a secondary STAB, shredding the Water types that resist Ice moves. Life Orb is the preferred item, though Never-Melt Ice provides a similar boost to its Ice moves and is helpful if running Sturdy.
