Raikou is arguably the best Pokemon in GSC with just Thunderbolt and Rest. Crunch allows it to beat Psychic types like Alakazam as well as fish for SpDef drops versus other Rest users. Reflect lets Raikou beat most physical attackers lacking Earthquake. If you don't like using Reflect, you can consider Protect, Toxic, and Thunder as viable alternatives.
Blissey is able to set up Curse on pretty much everything other than Fighting types and Swords Dance users. It can Toxic stall opponents or fish for a Double-Edge crit with Scope Lens.
Skarmory naturally compliments Blissey by countering Fighting types, while Blissey covers Skarmory's main weakness to Electrics. Drill Peck beats Machamp, Heracross, Jumpluff, Meganium, etc. and Toxic beats any physical attackers not running Rest. Skarmory can trade Protect for Curse and Mint Berry for Leftovers if you're not concerned about Flamethrower Marowak.
