Politoed and Seismitoad are the specially/physically defensive tanks respectively with Politoed setting up the rain and using Haze against any set up sweepers and use Toxic right afterwards when they try to set up again (or if against another Water-type) while Seismitoed sets up Rocks while also being able to check opposing Rain teams. It's defensive EVs have been tailored so that Jolly Life Orb SD CC Cobalion is still a 2HKO while also providing Knock Off utility. Thundurus was one of the mistakes dropped into UU and nothing resists a Life Orb Thunder from it in the tier other than Ground, which in a Rain team shouldn't be a problem, with Psychic being its other coverage to handle Grass types such as Amoongus and Bulu since HP Ice is no longer a thing and they were too much of cowards to not give it Hurricane. TBolt can be swapped for Thunder since accuracy is a bitch. Scizor is there for Defog support as well as being the Physical damage dealers with it's EV spread making it so that even a +1/Specs Modest Mystical Fire from Latias just barely makes it a 2HKO in Rain. Omastar you already know is gonna be the main sweeper of the team with Turn 1 Meteor Beam giving it a free +1 and allowing it to sweep with Surf + Ice Beam. Shell Smash is to raise its offensive stats higher while running Timid nature instead so that it can outspeed everything in the Rain since it's barely short of outspeeding max Spd Zeraora in Rain with Modest. And tbh Buzzwole is just there to make UU suffer but in the meantime it's physically defensive with Adamant nature and 24 Atk EVs so that it will get an Atk boost with Beast Boost.
