Lele is there to deter priority from your opponent, as well is a powerful breaker into the tier. You can opt for either Choice Scarf or Terrain Extender to make Victini more potent. Salamence is a great sweeper and can clean up late game. Victini can throw off terrain boosted V-Creates, as well as Expanding Force in terrain to hit Ferro/Skarm without fear of residual damage. Glaciate hits Lando-T and can be used for speed control. Shuckle has Bug-type Final Gambit to hit Ghost-types. Rotom has a lot of bulk for Boots Tapu Koko. Throat Spray with Hyper Voice (Fire) gives it a reliable STAB it can spam. Under webs, you can OHKO Zygarde10 at +3, which could otherwise threaten you.
