Yay, Hyper Offence. Team is straightforward. Tsareena protects you from mosst threats, and levitate/flash fire help with various weaknesses, turning Lati/Victini into sweeping machines. Serp is pretty standard. This isnt a bulky meta where SubSeed does loads of work but with Tsareena it can harass some cores while softening their mons up for a leaf storm. Lati and Victini are the powerhouses. Lati drops Dracos and eats teams. Victini gets off a v-create and outspeeds everything, with solid coverage and powerful guts-boosted facades. Conk provides some priority and can set up with hammer arm against bulkier teams. Chandy is wierd. I had him for infiltrator at first but that never seems relevant and just beating sun is nice. So is Scarf Memento/Overheat. I know Triple Scarf is ugly as fuck but Tsareena basically isn't a pokemon so who cares.
